Freeze Stacks and Effect Cap

Stacks: Freeze can accumulate beyond 5. A displayed value above 5 is not itself an error.

Effect cap: Speed reduction, Icebreaker, and Frost Break count at most 5 Freeze. Frost Sting requires the target to have fewer than 3 stacks.

Burn interaction: Inflicting Burn removes Freeze equal to the amount actually inflicted. Inflicting Freeze does not remove Burn, and existing Burn alone does not reduce new Freeze.
